I think 35-40 is too much air under almost any circumstance for your weight. The biggest risk is on very rocky terrain where hitting something very hard can burp air out of the tire or slash it... but the odds are low.

I think 19 psi will definitely increase rolling resistance.

Experiment with different tires. I find that different tires have different volumes and thus require more or less air. Width is not necessarily a good indicator of the volume of the tire.

So likely you will find the best pressure to be somewhere between where you are used to and what they are recommending!

I usually test tires to determine what is optimal in training...so I know when I am racing how that tire is going to perform.
